The webinar will focus on the U.S. Ocean Shipping Reform Act of 2022 signed into law by President Biden on June 16, 2022 - the first major U.S.-ocean shipping regulatory legislation in decades. Prompted by international supply chain issues, OSRA contains a number of provisions affecting common carriers in U.S. international trade. The law was criticized when it was considered as not addressing the real issues affecting the international supply chain. Much has been left to the discretion of the U.S. Federal Maritime Commission. The webinar will explore how OSRA will work in practice and what to expect in terms of changes affecting international carriers.

Charlie Papavizas Chair, Maritime Practice Winston & Strawn LLP
Constantine (Charlie) Papavizas is a partner in the international law firm of Winston & Strawn LLP resident in Washington, D.C. and is the chair of its maritime practice group. Mr. Papavizas is listed in a number of legal guides as a leading shipping lawyer including Chambers USA. Mr. Papavizas represents ship owners, operators and managers, shipyards, energy companies, marine construction companies, financial institutions and a variety of other interests in the world-wide maritime and energy industries. Mr. Papavizas has authored a number of articles on a variety of topics including offshore wind development and the Jones Act. Mr. Papavizas is also the co-author of the Practising Law Institute's Maritime Law Answer Book and has been quoted in a number of publications on a variety of shipping topics.

Carl W. Bentzel Commissioner Federal Maritime Commission (FMC)
Commissioner Carl Bentzel was nominated by President Trump on June 12, 2019, to a term expiring on June 30, 2024. The United States Senate confirmed his nomination on November 21, 2019, and he was sworn into office on December 9, 2019.
Prior to his appointment at the Federal Maritime Commission, Commissioner Bentzel created and established a consulting services company where he represented clients on regulatory and legislative issues. From 2004-2014, Commissioner Bentzel served as Vice President and head of the federal advocacy division of a full-scale public relations firm, the DCI Group.
Prior to working in the private sector, Mr. Bentzel served the public sector for ten years as a Senate professional committee staffer including, most recently, as Senior Democratic Counsel of the Senate Committee on Commerce, Science & Transportation. He moved to his role in the Senate after spending four years on the House Committee on Merchant Marine and Fisheries Committee where he served as Counsel for Maritime Policy.
Commissioner Bentzel's primary areas of responsibility on the Senate Committee on Commerce, Science & Transportation were issues on maritime transportation; rail, surface and pipeline transportation; and homeland security in these areas. While working in the Senate, Commissioner Bentzel served as one of the principals in crafting the Maritime Security Act of 1996, the Ocean Shipping Reform Act of 1998, and in 2002, after the attacks on 9/11, the requirements mandated for maritime security through the Maritime Transportation Security Act of 2002.
For his efforts in developing and negotiating passage of Maritime Transportation Security Act of 2002, Commissioner Bentzel was awarded the Coast Guard's Medal for Meritorious Public Service and the Maritime Security Council's Man of the Year award. Mr. Bentzel is also the author of the chapter on Port Security within McGraw-Hill's Handbook on Homeland Security.
Commissioner Bentzel earned his Bachelor of Arts from St. Lawrence University, his Juris Doctor from the University of Alabama, and his Master of Laws from the Admiralty Law Institute, Tulane University.

John Butler CEO & President World Shipping Council (WSC)
John Butler was named President and CEO of the World Shipping Council (WSC) in August 2015 after serving as the association's General Counsel since 2010.
Prior to joining the World Shipping Council, John was a Partner in the Washington, D.C. law firm of Sher & Blackwell, where he served as outside counsel to the WSC. For almost two decades, he advised liner shipping companies and trade associations on regulatory, commercial, security, hazardous materials, environmental, contract and anti-trust issues. He has represented the liner shipping industry in federal agency rulemakings, legislative activities, and federal court litigation on a broad range of security, environmental, regulatory and commercial matters.
John has been admitted to the bar in Maryland and the District of Columbia, as well as the U.S. Supreme Court and the U.S. Court of Appeals for the D.C., Ninth, and Third Circuits. He is a former President of the Maritime Administrative Bar Association.
John began his legal career as a Law Clerk in the U.S. Department of Agriculture's Office of Administrative Law Judges. He holds a Bachelor of Arts from Colorado College and a Juris Doctor, with honors, from George Washington University Law School.
